It requires Jeff to have an IQ above a certain level depending on which broken item he will be repairing. There's probably a faq telling you what his IQ needs to be to fix a certain item, so you should check that out.

Jan 8, 2008 · Jeff has a special ability called Spy. This ability will allow Jeff to ascertain all the stats of an enemy, including their Hit Points and any weaknesses that they possess. Jeff makes use of rays, guns, and beams for main weaponry, while using Bombs, Bottle Rockets, and repaired Items as good alternatives to his main weaponry.

The first time in the game Jeff attempts to repair an item will have a 100% chance of succeeding. 2. If the previous attempt had a 100% chance of succeeding, the next attempt will have a 25% chance of succeeding.

As long as Jeff has the required IQ and you have been to Saturn Valley, you should have no problem getting the item repaired. As @Lockeadon mentioned SV Inn has free lodging. If you haven't reached there yet, and you'd rather keep your ducats, any place where you can rest overnight free will do.
